I don't know the name of the actor and the character he's playing as I randomly saw this part at a friend's house last evening and today I reasearched the name of the actor over IMBD and I still couldn't find anything. Bill Skarsgård has a close up scene in which he is tearing  up a few times in Locked. At the end of the fim he's also shown sobbing  but the scene is brief.

I've seen quite a few crying/ sobbing scenes with him in some Bollywood movies and he sort of stands out in terms of crying. Maybe because his eyes tend to change their shade when they fill with tears nd the camera is focused on that . I've selected a few scenes but he has crying moments in most of the parts he plays in.

Te first one is from season 11, the second from season 3 and the last one from season 5, I guess. You are right about coming across them organically. I used to enjoy that much more than doing my research and targeting crying scees only  but I was a bit busy at a time when I found Fisher's scenes in Shameless and I couldn't be patient enough to discover them progressively. He doesn't cry much in it but there's something about his facial expression at times as if he tries hard not to cry and then he just let himself go.
