My choice would be Minka Kelly from The Roommate and FNL. I think she's had a couple of scenes in work she's done that would count in certain posters definitions, but having watched a couple of PSA's she did on YT with visible tears welling in her eyes, I've got this burning desire to see a single tear run down her cheek

I'd really like to see Adam Scott cry (or more specifically, his character from Parks and Recreation, Ben Wyatt (incidentally, i also want to marry him)). To be fair, he does cry for like 5 seconds in one episode, but he's wearing a batman mask so I don't count it.
I'm sure there are others, but I'm blanking now. I'll post more as they come to me.

Have you seen "A love song for Bobby Long", TorNorth? Scarlett has a crying(ish) scene at the end.
She makes a crying face, but no visible tears. Quite sweet though.

Scarlett actually does cry in movies. She has the most beautiful face and a tear running down her cheek is a joy to behold. See 'The Island' and 'The Girl With The Pearl Earring'
